TLC Compliance Update: What’s New and What You Should Already Know

TLC rules continue to evolve each year. If you missed our previous newsletter on TLC compliance, here’s a quick recap of key points and the latest updates.

1. Meet TLC Submissions Deadlines Or Face Fines

TLC requires all FHV bases to submit complete monthly trip records. Missing deadlines or submitting incorrect data can lead to:

  • 100 dollars per day late, up to 150 dollars

  • 100 to 500 dollars per missing or invalid record

  • Possible suspension until files are corrected

Manual trip formatting takes time and often results in rejected submissions.

2. FMCSA vs TLC: Which Rules Apply to You

FMCSA rules generally apply to vehicles over 10,000 lbs or fleets that cross state lines.


TLC rules govern everyday for-hire operations in NYC, including:

  • Driver pay

  • Trip reporting

  • Vehicle requirements

  • Visibility and transparency

Most NYC fleets fall entirely under TLC, but mixed fleets should understand both sets of requirements.
 
 

What's New for 2025

TLC and related regulatory bodies have introduced new changes that take effect throughout 2025.

Driver Pay and Lockout Rules 

  • 5 percent increase in minimum driver pay

  • 72 hours notice required before lockouts

  • Up to 16 hours allowed per shift

  • 500 dollars fine per violation

Reduced Insurance Requirements

PIP coverage has been lowered from 200,000 dollars to 100,000 dollars per person.
A formal hearing is scheduled for September 3, 2025.

Pay Transparency Requirements

Apps must now:

  • Update driver status every 60 seconds

  • Use more consistent and transparent pay formulas

These updates increase visibility into how drivers are compensated.
